Due to the Extreme Heat over the upcoming week, the City of Westland has opened an emergency cooling center for residents. Cooling Center hours and location.

The Great Lakes Water Authority is flushing and chlorinating the water main from Newburgh to Venoy from 7/7/2020-7/9/2020.  This maintenance will appear to be a water main break but isn't.  If you have any questions please contact GLWA at 313-999-3298.

Westland City Hall, City Parks and the Jefferson Barns Community Vitality Center are open for our residents. Online services and the City drop boxes are still available for residents to use.  The two drop boxes located at City Hall for bill payments (no cash please) and document drop offs that will be checked daily.  The Senior Friendship Center will continue to be closed until further notice.  Thank you for your patience in this unprecedented challenging time and please stay healthy.

Chief Financial Officer

Steven J. Smith

Steven J. Smith has served as the Chief Financial Officer and Treasurer for the City of Westland since January, 2004. Steven has vast experience in municipal government, serving three municipalities since 1990. He has overseen the financial operations of the Cities of Dearborn Heights and Garden City, and served as their Treasurer.

 

Steven has a well-rounded knowledge of many facets of municipal finance, and specializes in budget preparation, cash management, and financial forecasting. His expertise has been reflected in the City’s balanced budget and rising bond ratings.

 

Steven is responsible for the overall financial management of Westland. His duties include balancing budgets, annual audit preparation, daily cash receipts, accounts payable and receivable, payroll for 280 full-time employees, utility billing and semi-annual property tax billing. He has accomplished several major goals during his tenure as the City’s CFO. Steven developed a five-year financial forecast, a five-year water and sewer rate analysis, and two-year balanced budgets. He is also involved in the City’s strategic planning related to unfunded liabilities for pension systems and other post-employment benefits, as well as the City’s capital improvements plan and annual review of Westland’s administrative fee schedule.

 

Steven earned a Bachelor of Science degree in business administration and accounting from Ferris State University. He also completed the Michigan Treasurers Institute’s three year program offered through Central Michigan University. Steven is a member of the Wayne County Treasurer’s Association, the Michigan Finance Officers Association, and the Michigan Association and National Conference on Public Employee Retirement System. He has also served on numerous Westland boards and commissions.

 

Steven currently serves as President of the Rehabilitation Review Board, which governs neighborhood development programs. He is a Trustee of the Westland Police and Fire Retirement Board, which is responsible for managing over $140 million in assets and safeguarding the pensions of police and fire retirees. Steven is also a member of the non-profit Municipal Services Bureau, which oversees the operation of the Westland Municipal Golf Course and the Mike Modano Ice Arena.

 

Steven is married with three children.  He has coached several years of baseball, football and basketball while his kids were growing up.  He enjoys weekends up north and outside activities include fishing, skiing, snowmobiling and working in the yard.
