Personnel

The Personnel Department assists the Westland Civil Service Commission in testing individuals as well as preparing and certifying lists of applicants who are eligible for positions in each of the City departments, with the exception of the police officers and firefighters of the Police and Fire Departments. (Police and Fire applications are handled by the City Clerk's office). The City hires employees from these certified lists, which generally remain in effect for a period of two years.  The Personnel Director is also the City's liaison to the Committee on Disability Concerns.


The Department accepts employment applications at all times, and we will keep these applications on file until the next testing period begins.

In addition to these hiring responsibilities, the Westland Personnel Department is also generally responsible for:

 

    1. The negotiation, administration and implementation of union collective bargaining agreements 
    2. Assisting directors and supervisors with employee relations and with the processing of union grievances
    3. Administering Workers' Compensation for City employees
    4. Administering Health, Dental, Optical and Life Insurance, and other contractual benefits for City employees
    5. Administration of COBRA and Unemployment benefits
    6. Development and implementation of employment policies and procedures, and work rules
    7. Maintenance of employee personnel files
    8. Fiscal oversight of Personnel Department budget
    9. City liaison to the Civil Service Commission and Committee on Disability Concerns
    10. Other Personnel duties, including such services as may be requested by the Mayor and the City Council
