The Building Department is responsible for the administration of all laws, ordinances, and regulations concerning the construction, maintenance and safety of all buildings and equipment including electrical, plumbing, housing, and mechanical trades, and compliance with zoning laws. Building permits are required for all alterations and new construction. Contractors must be licensed through the State of Michigan and registered annually with the City of Westland. Firms must submit a completed Application for Registration or Renewal of Residential Builders, Residential Maintenance & Alteration Contractors for processing. Homeowners may obtain permits.

The department has eight inspectors and three clerical support staff. Inspectors are certified with the State of Michigan.

Nationally recognized standards for enforcement have been adopted by the City: Michigan Building Code and Michigan Residential Code, 2003 edition.

An Application for Plan Examination & Building Permit must be completed to obtain a building permit. At least three working days are needed for processing. Guidelines for specific projects are available on the Forms and Permits page. The following items must also be submitted:

  1. Copy of mortgage survey showing location of addition, fence, pool, shed or garage on property.
  2. Two copies of clear, legible and detailed construction drawings. NOTE: For new commercial or industrial construction, three sets of sealed architectural prints are required. Allow up to one month for review of these construction plans.
  3. For a new home, the homeowners permit application must include a notarized letter stating that the individual will live in the home for a minimum of six months after completion.
  4. Areas inspected prior to issuance of a certificate of occupancy includes: structural, electrical, mechanical, and plumbing.

Instant permits are available to contractors with a signed contract for removing and replacing concrete, tear off and replacement roof, window replacements, and siding installation.

The Building Department also issues a Certificate of Occupancy for businesses, which assures compliance with City zoning requirements. An Application for Zoning Certificate and $180.00 processing fee must be submitted to obtain a valid certificate of occupancy.

The Home Resale Program requires a certificate of occupancy for residential dwellings. By submitting an Application for Home Certification Inspection and $180.00 fee, the Building Department inspects all structural, electrical, mechanical, and plumbing for compliance. Allow three to four weeks to schedule inspections. A second appointment is set up at the time of application to inspect any required repairs.

The Building Department is responsible for enforcement of City ordinances in the areas of noxious weeds, non-conforming signs, removal and prevention of blight, and property maintenance. Written warnings are issued to property owners in violation of City ordinances. If the problem is not corrected, a ticket is issued and the violator is required to appear in District Court.

Swimming Pool Safety

A new portable swimming pool, with or without a pump, is being sold in stores such as Wal-Mart, Target, K-Mart, and more.

A swimming pool is any structure intended for swimming, recreational, bathing or wading that contains water over 24 inches deep. This includes in-ground, above ground and on-ground pools, hot tubs, spas and fixed in place wading pools.

All pools with water 24 inches deep must be permitted through the Building Department.

The permit is necessary to make sure all setbacks, clearances, electrical requirements and enclosure requirements are met.

The codes for pools have been enhanced in the last few years due to the large number of deaths by drowning of small children.

Rubberman Sheds

A permit is required the same as any other shed. A ratwall is also required under these sheds to prevent critters from burrowing underneath.

 


GUIDELINES FOR CONSTRUCTION OF A FREE STANDING ACCESSORY BUILDING

PROVIDE MORTGAGE SURVEY OR PLOT PLAN
 
LOCATION: 2 feet from lot line
10 feet from nearest building
Not on rear/side easement
14 feet maximum height on garage

MINIMUM GUIDELINES - GARAGES/SHEDS

SITE PREPARATION: Remove all sod. Fill material under slab must be approved by the Building Department. Minimum 4" approved fill under slab. Site must be ready to pour concrete at first inspection.

INSPECTION: Open trench (fill sand and final). MUST BE CALLED IN BEFORE 3:00 P.M. TO REQUEST INSPECTION FOR THE FOLLOWING WORKING DAY.

CONCRETE: 2800 PSI after 28 days. 5 bag mix.

RATWALL FOR SHED: 4" thick x 24" below existing ground level. Floor must be a minimum thickness of 4".

ANCHOR BOLTS: 8" long x ½" diameter, 6ft. o.c. Must extend a minimum of 2" above concrete. Nuts and washers then placed on bolts which are not to be tightened for 3 months.

WILL PLATES: Minimum 2" x 4". Treated single bottom, double top.

FRAMING: All framing 16" o.c. For 24" o.c., framing must have minimum ½" sheeting.

WIND BRACING: Minimum 1' x 4' continues diagonal bracing let into studs each corner of sheathed with diagonal sheeting or a minimum 4' x 8' plywood panel applied vertically.


NAILING:
Stud to sole plate 2-16d
Roof rafter to plate 3-16d
Roof rafter to ridge 2-18d
Jack rafter to hip 3-8d
Plywood sheathing 6d 6" o.c.
Exterior edges 6d 12" o.c.


SIDING: Wood siding ½" minimum thickness. Other siding as approved by the Building Department.

ATTACHED GARAGE: Must have two (2) drawings with application including the firewall fire door and foundation. All openings between dwelling and attached garage must be closed up or fireproofed.

FOUNDATION: 8" X 42" below existing ground level.

NOTE: All solid driveways or patios adjoining structures must be formed with 1" expansion strips at the time of ratwall inspection. Minimum 2" sand fill under drive or patio, other fill as approved by Building Inspector.

CONDUIT: Conduit used below grade to be of "rigid" type.

DOOR HEADERS: Non bearing (2): 2" x 12"
Bearing: LVL or Engineered Beam

CROSS TIES: 4-2 X 4" ON 14' span. Over 14' span, 4-2" x 6" with one stiff back length of garage.

RIDGE BOARD: Minimum (1 ½") thick with full rafter bearing.

RAFTERS: 2" x 6" up to 24' garage
If trusses are used, an approval truss plan shall be submitted.

COLLAR TIES: 1" X 6" - 48"O.C. 1' below ridge board.

ROOFING BOARDS: Minimum 3/8" plywood - 16" o.c. - ½" plywood - 2' o.c.

SHINGLE NAILING: According to manufacturing recommendation, minimum 4 nails per shingle, must be seal tab.
